As per TV reports, this happened after a quarrel between the two took place over the issue of illegal constructions.
Talking to a TV news channel, Neeraj Gupta said that he did not slap the civic body engineer and only pushed him. He remained defiant to the charges of slapping the government official and maintained that he had just pushed the official. He also said that someone in the mob must have slapped the engineer, not he.

BJP is already facing criticism from all corners for its loudmouth MPs like Sakshi Maharaj, Sadhvi Niranjan Jyoti who are making controversial statements and bringing embarrassment for the party.
Such incidents, in the run up to assembly polls in the national capital will only pose a challenge to the saffron party's agenda of getting clear majority in 70 member Delhi Assembly.
So far, pre-poll surveys in the national capital have predicted an easy way for the BJP in Delhi but incidents like these after imposition of model code of conduct in the state will hurt the saffron party's prospects in the poll-bound Delhi.
