Did AAP offer Rajya Sabha seat to Raghuram Rajan?

Former Governor of Reserve Bank of India, Raghuram Rajan, has been reportedly offered a Rajya Sabha seat from Delhi by Aam Aadmi Party.
According to a report published by Janata ka Reporter, Rajan was already considering the offer.
Th state elects three members for the term of six years and indirectly elected by the state legislator. Delhi has three RS seats and given the AAP's historic victory in 2015, the party is set to send three members to the Rajya Sabha.

Rajan was 23rd RBI Governor appointed on September 2013 by UPA government. His term ended on 4 September 2016.
As per the report, if Rajan accepts the offer, his presence in the Upper House will be a cause of embarrassment for the government.
