Dharavi Redevelopment Project Picks Up Pace: BMC Initiates Relocation Process for Shahu Nagar Residents
The Dharavi Redevelopment Project progresses with BMC beginning relocations from Shahu Nagar, under a public-private partnership led by the Adani Group. The plan includes phased construction, rehabilitation of over one million residents, and enhanced civic infrastructure, supported by temporary housing options and rental assistance for affected families.
The ambitious Dharavi Redevelopment Project (DRP) has reached a major milestone with the Brihanmumbai Municipal Corporation (BMC) officially commencing the relocation of residents from Shahu Nagar, marking a significant step in the on-ground execution of one of India's largest urban renewal initiatives.

The move follows recent notices issued by the Dharavi Redevelopment Project and the Slum Rehabilitation Authority (SRA) to residents in Sector 6, reflecting a phased implementation strategy aimed at transforming Dharavi into a modern and planned urban township.

The redevelopment project is being undertaken through a public-private partnership between the Maharashtra Government and the Adani Group. The initiative is being executed by Navbharat Mega Developers Pvt Ltd, a special purpose vehicle in which the Adani Group holds an 80 per cent stake while the state government retains the remaining 20 per cent.
As the lead development partner, the Adani Group is responsible for the comprehensive execution of the project, including rehabilitation of over one million residents, large-scale housing construction, development of modern civic infrastructure and maintenance support for ten years after completion. The project also includes the development of residential and commercial free-sale components to help finance the redevelopment and unlock the area's economic potential.
According to an official statement, the relocation process has been initiated to clear land parcels required for construction activities, enabling the project to move from the planning stage to active implementation and accelerating the delivery of permanent homes to eligible residents. The push comes shortly after Maharashtra Chief Minister Devendra Fadnavis directed officials to expedite redevelopment efforts, with a target of making 10,000 new homes available by 2028.
Approximately 900 BMC tenants residing in Shahu Nagar are covered under the current phase of relocation. Authorities have offered residents two options for temporary accommodation during the construction period.
Residents opting for transit accommodation will be shifted to MHADA residential buildings in Sector 5 of Dharavi, where around 500 housing units have already been prepared. Alternatively, families can choose rental accommodation and receive financial assistance from the government. Officials said the transit homes are larger and offer significantly improved living conditions compared to existing structures, ensuring a more comfortable stay for residents during the redevelopment period.
Financial Assistance Package Announced
To facilitate a smooth transition, the government has unveiled a comprehensive rehabilitation support package. Families residing in units measuring up to 275 square feet will receive a monthly rent allowance of Rs 22,000, while those occupying 375-square-foot units will be entitled to Rs 30,000 per month. The rental assistance will increase by five per cent annually. In addition, every family will receive a one-time relocation grant of Rs 15,000 to cover shifting expenses, irrespective of the accommodation option selected.
Larger Permanent Homes Guaranteed
Officials have assured residents that permanent rehabilitation homes will offer substantially improved living standards. Under the redevelopment policy, beneficiaries will receive homes with a minimum carpet area of 500 square feet or 1.35 times the size of their existing residence, whichever is larger.
Authorities further stated that residents of Shahu Nagar will be rehabilitated within the same locality and are expected to receive possession of their permanent homes within five years from the issuance of the commencement certificate.
Government officials emphasized that every effort is being made to ensure a resident-friendly relocation process while enabling construction work to begin in phases. The larger objective, they said, is to accelerate housing delivery and transform Dharavi into a modern, sustainable urban district.
As the redevelopment project gathers pace, the relocation of Shahu Nagar residents is being viewed as a crucial step in Mumbai's broader vision of urban renewal and improved housing infrastructure.
