Delhi Minister Questions Chief Secy's Move in MCD Mayoral Polls

In a recent development in Delhi's political landscape, Minister Saurabh Bharadwaj has raised questions regarding the procedural conduct of the chief secretary in the appointment process for the presiding officer of the upcoming Municipal Corporation of Delhi (MCD) mayoral polls. The urban development minister has sought clarification on the legal grounds that allowed the chief secretary to forward the relevant file directly to the Lt Governor's Office, bypassing the elected government.

Dispute Over MCD Poll Procedure

This inquiry comes ahead of the MCD mayoral election scheduled for April 26, highlighting a potential administrative oversight or misinterpretation of legal protocols. Bharadwaj's move underscores a significant concern over the adherence to democratic processes and the roles and responsibilities defined within the governance framework.

The contention arose when Bharadwaj discovered that the file concerning the appointment of the MCD mayoral polls' presiding officer was sent to Lt Governor VK Saxena's office without his consultation. This action prompted Bharadwaj to write to Saxena, urging him to redirect the file through proper channels, specifically through the office of the urban development minister.

The urgency of this matter is amplified by the fact that Chief Minister Arvind Kejriwal is currently in judicial custody until May 7, leaving a vacuum in direct leadership. This situation has led to a delay in obtaining approval for the presiding officer's appointment from Saxena's office. The governance of MCD is crucial at this juncture, with the Aam Aadmi Party (AAP) holding a majority with 137 councillors out of a 250-member House, against the BJP's 105 councillors.

The incident raises questions about procedural integrity and inter-departmental coordination within Delhi's governance structure. It also puts a spotlight on the mechanisms of checks and balances between different branches of government and their operational dynamics. As the city gears up for its mayoral polls, this episode adds a layer of administrative scrutiny that could influence future protocols and governance practices.
