Delhi LG V K Saxena Implements Major Reshuffle of Over 30 IAS Officers in Key Departments
In a significant administrative reshuffle, Delhi Lieutenant Governor V K Saxena announced the transfer and posting of over 30 IAS officers. This move aims to fill vacancies in key sectors like health, education, revenue, and excise. These changes were made following a meeting of the National Civil Services Authority (NCCSA), led by Delhi Chief Minister Atishi, officials stated.

The NCCSA meeting had been delayed for several months due to various reasons, including the six-month imprisonment of the former chief minister Arvind Kejriwal. The announcement coincided with the Union Ministry of Home Affairs transferring several IAS officers from the Arunachal, Goa, Mizoram and Union Territories (AGMUT) cadre. Among them was Delhi's special secretary vigilance YVVJ Rajasekhar, who was involved in several investigations, including one concerning Delhi's excise policy.
Key Transfers and Postings
Rajasekhar has been reassigned to Arunachal Pradesh. Meanwhile, RN Sharma, who served as commissioner labour and also held the education director role, has been moved to Jammu and Kashmir. The Services Department of the Delhi government issued orders for these transfers and postings. Nikhil Kumar, a 2002-batch IAS officer, is now principal secretary Revenue cum divisional commissioner.
Shilpa Shinde, a 2006 batch AGMUT cadre IAS officer previously managing director of Delhi Transport Corporation (DTC), will now serve as chief executive officer of Delhi Jal Board. Ravi Jha from the 2011 IAS batch has been appointed as the excise commissioner of Delhi.
Women Officers in Education
Three women IAS officers have joined the Education Department. Veditha Reddy from the 2015 batch will be director, while Nazuk Kumar from 2016 and Shreya Singhal from 2020 will serve as additional directors. Chanchal Yadav has been relieved from her role as secretary home and commissioner trade and taxes. She now holds additional responsibility as secretary in the women and child development department.
Ravi Dhawan has been appointed managing director of Delhi State Industrial and Infrastructure Development Corporation (DSIIDC), replacing Sanjeev Kumar Mittal who is now special commissioner in the Road Safety cell. At least five IAS officers awaiting posting have been assigned roles by LG Saxena.
Additional Appointments
B S Jaglan is now executive director in DSIIDC, while S M Ali takes on the role of special secretary in Delhi's urban development department. D Varma from the 2011 batch has been posted as a member of the Delhi Urban Shelter Improvement Board. Vinay Kumar becomes special secretary in the health department with an additional charge in the home department.
Rajnish Kumar Singh, a 2007 batch DANICS officer, has been appointed additional secretary to the Delhi chief minister. Previously, he served as secretary to Atishi, who managed portfolios such as PWD, Finance, and Revenue.
This reshuffle aims to streamline operations across various departments by placing experienced officers in strategic positions. The changes are expected to enhance efficiency within these crucial sectors.
