Delhi LGs Action Against Unqualified DUSIB Members Draws Government Disagreement

Delhi Lieutenant Governor V K Saxenas decision to terminate two non-official members of DUSIB for lacking urban planning qualifications has led to a disagreement with the Delhi government, which claims the appointment of DUSIB members falls under its jurisdiction.

New Delhi: Delhi Lieutenant Governor V K Saxena has taken action to terminate the services of two non-official members of the Delhi Urban Shelter Improvement Board (DUSIB) who lacked the necessary qualifications in urban planning. This decision was made in accordance with Section 42 of the DUSIB Act, 2010, as confirmed by Raj Niwas officials on Thursday.

Lack of Qualifications and Hefty Remunerations

One of the terminated members had served as an expert member of DUSIB for nine years, while the other was appointed as a non-official member on March 9, 2022. Despite their lack of qualifications, both individuals were receiving substantial remunerations, which raised concerns about legality and transparency.

Contravention of DUSIB Act

The appointment and remuneration of these members were found to be in contravention of Section 522a of the DUSIB Act. This section stipulates that members should be appointed at a consolidated remuneration, without any provision for increments as applicable to government employees. However, one of the members initially received a salary of Rs 70,000 per month, which was later increased to Rs 80,500 and then to Rs 98,520.

Additional Allowances and Lack of Service Conditions

In addition to the consolidated remuneration, the other member was also receiving Rs 25,000 as transport allowance and Rs 1,500 per month as telephone allowance. Furthermore, the administrative department had not framed any rules regarding the service conditions of board members of DUSIB, which created further irregularities.

AAP Government's Response

In response to the LG's actions, the Aam Aadmi Party (AAP) government expressed its disapproval. The party questioned the LG's motives and accused him of hindering the works of the Delhi government. The AAP government asserted that the appointment of DUSIB members falls within the domain of the elected government, and any concerns should have been discussed with the Chief Minister.

Focus on Illegal Demolition of Slums

The AAP government also criticized the LG for prioritizing the removal of DUSIB members who oppose the illegal demolition of slums in Delhi by the Delhi Development Authority (DDA). The party urged the LG to address this pressing issue instead of engaging in actions that hinder the functioning of the Delhi government.

The termination of unqualified DUSIB members by Delhi Lieutenant Governor V K Saxena highlights the importance of adhering to legal provisions and ensuring transparency in public appointments. The concerns raised by the AAP government regarding the LG's actions underscore the need for effective communication and collaboration between different levels of governance to ensure the well-being of Delhi's citizens.
