Delhi to Provide Incentives for Scrapping Overage Vehicles, Announces Transport Dept

The Delhi government's transport department is planning to incentivise residents who scrap their old vehicles and buy new ones, sources revealed on Friday. The initiative aims to offer discounts on motor vehicle tax, ranging from 10% to 20%, for those who choose to scrap their outdated vehicles and purchase new ones.

Discounts on Motor Vehicle Tax

The proposal includes a 20% discount for individuals scrapping petrol vehicles such as cars and bikes. For those scrapping diesel vehicles, a 15% discount on motor vehicle tax is proposed. However, the concessions on motor vehicle tax will not exceed 50% of the scrap value, according to sources.

Certificate Validity and Pollution Control

After scrapping their vehicle, owners will receive a certificate valid for three years. During this period, they can buy a new vehicle and avail of the discount. Officials believe this measure will encourage people to scrap their old vehicles, significantly reducing pollution levels in Delhi.

In 2018, the Supreme Court banned diesel and petrol vehicles older than 10 and 15 years, respectively, in Delhi. Vehicles violating this order would be impounded. Additionally, a 2014 order by the National Green Tribunal prohibits parking vehicles older than 15 years in public places.

Options for Overage Vehicle Owners

Owners of deregistered vehicles have two options: obtain a No Objection Certificate (NOC) to move the vehicle out of Delhi within one year of its expiry date or scrap the vehicle through the Voluntary Vehicle Scrapping Application at ‘https://vscrap.parivahan.gov.in/’ at any registered scrapping facility nearby. No NOC will be issued after one year of the vehicle's expiry date.

The Delhi government has already deregistered 5.5 million overage vehicles. This move aligns with efforts to enforce stricter regulations on old vehicles and promote environmental sustainability in the city.

The transport department's initiative is expected to play a crucial role in reducing vehicular pollution and ensuring compliance with existing regulations regarding overage vehicles in Delhi.
