Delhi Government Begins Special Audit of DJB amid Mounting Debt and Decreasing Revenues
A special audit has been initiated by the Delhi government into the financial matters of the Delhi Jal Board (DJB), in light of allegations regarding increasing debts, dwindling revenues, and potential misdirection of funds. The aim is to ascertain how a sum of Rs 12,712 crore provided over five years was utilized by DJB as its debt escalated from Rs 26,000 crore in 2018 to around Rs 70,000 crore.
The Delhi government has initiated a special audit of the Delhi Jal Board (DJB), the city's water works agency, in light of its escalating debt and declining revenues. The Finance department is leading this special audit, which will also investigate allegations of fund diversion by DJB from capital heads to other tasks.
Increasing Debt and Shrinking Revenues

Sources revealed that the audit would scrutinize how DJB utilized a corpus of INR 12,712 crore provided over the last five years. This inquiry comes at a time when DJB's debt has risen dramatically to approximately INR 70,000 crore from just over INR 26,000 crore in 2018. Furthermore, it was reported that out of INR 1,557 crore allocated for various projects this year alone, INR 750 crore was used to address pending liabilities.
DJB’s Multifaceted Role
Besides producing and distributing water and managing sewerage disposal in Delhi, DJB also oversees Yamuna river cleaning within city limits. Currently executing projects worth around INR 18,000 crore indicates that DJB plays an instrumental role in maintaining essential services for one of India's most populous cities.
Allegations of Fund Diversion
However, concerns have been raised about financial management within the organization. It has been alleged that DJB diverted funds earmarked for capital expenditure towards settling outstanding bills related to various projects. If these accusations hold true after thorough investigation by the Finance Department’s special audit team; it could potentially lead to significant changes in how funds are managed within public utilities like DJB.
Government Intervention
In August earlier this year, Saurabh Bharadwaj – Delhi Water Minister had addressed these issues during an Assembly session. However, it is the initiation of this special audit that marks a more direct intervention by the Delhi government in scrutinizing DJB's financial management and operational efficiency.
