Delhi govt seeks report from BS Bassi in girl murder case

New Delhi, July 18: AAP government has sought a detailed report within two days from Delhi Police Commissioner B S Bassi in the murder case of a 19-year-old girl in the city's Anand Parbat area.

In his letter to Bassi, Home Minister Satyender Jain sought to know as to why no FIR was registered earlier by the police, despite repeated complaints of eve-teasing from the victim in the past.

The teenage girl, Minakshi, was on Thursday stabbed to death allegedly by two brothers after she had protested their verbally abusing her, when she was returning home from a market in central Delhi.

Jain said that the police's "inaction" failed to provide security to the girl, who died after being stabbed multiple times by the duo, who were allegedly stalking her for a long time.

Meanwhile, Deputy Chief Minister Manish Sisodia has ordered a magisterial inquiry into the case and asked the District Magistrate to submit his report at the earliest, a senior official said. In his letter, Jain also asked the police as to what change has been in the national capital after the December 16 gangrape case in 2012.

"The family of the deceased girl (Minakshi) had filed numerous complaints against the accused Jai Prakash since 2013 with the local police alleging that he used to stalk the deceased and traumatise her but no FIR was registered by the police," Jain claimed.

The Delhi Home Minister also sought to know detailed reasons as to why FIR was not registered by police despite past complaints lodged by the family of the girl on security.

This matter should be examined closely with detailed scrutiny from vigilance and criminal angle, he said.

Jain also said that the detailed scrutiny should also include identification and fixing of responsibility for lapses of involved police personnel and officers in handling past complaints lodged by the family of the deceased.

"The report which is to be submitted to the government should also include identification of lapse of senior police officers in reviewing law and order situation pertaining to crime against women vis-a-vis past complaints lodged by the family of the deceased and fixing of responsibility thereof for failure of supervisory control leading to stated particular crime," he said.

Jain further claimed that the state of Delhi Police, even post 'Nirbhaya' incident is "shocking" and said a detailed report should be submitted within next two days.
