Delhi Govt Takes Steps to Support Transgender Community

In a significant move towards inclusivity, the Women and Child Development department of Delhi government has approved a series of measures aimed at safeguarding the rights and welfare of transgender people. The new initiatives include the introduction of a third gender category in job application forms and establishing monitoring cells to prevent abuse against this marginalized community.

The officials stated on Friday that these steps have been taken following an advisory from the National Human Rights Commission (NHRC) which was issued with an aim to ensure the welfare of transgender people. The department has also instructed its officers to accept documents from transgender individuals even if there is variation in photograph or name from their original documents, as long as they possess valid transgender certificates.

NHRC Advisory For Transgender Welfare

The NHRC had last month issued an 'Advisory for Ensuring the Welfare of Transgender Persons' which contained several recommendations designed specifically for enhancing the welfare and rights of transgenders. It advised all concerned authorities across Union and state governments, as well as Union Territories, to implement these recommendations without delay. Following this directive, actionable points were approved by the Women and Child Development department along with instructions for their implementation.

Implementing Anti-Discrimination Measures

As part of these measures, it was decided that an anti-discrimination cell would be set up in every district office's district office dedicated specifically for transgender people. Each cell will comprise three members including at least one woman or a transgender person. Additionally, provisions are being made to include 'third gender' as an identity category for upcoming job vacancies.

Sensitisation Programmes & Separate Facilities

Apart from ensuring representation in employment opportunities, regular sensitisation programs focusing on sexual orientation and gender identity will also be conducted for other employees. In a move to provide dignity and privacy for transgender people, the department will request authorities to allocate at least one separate washroom at inter-state bus terminals specifically for third gender individuals.

Timely Implementation & Reporting

The Women and Child Development department has also directed that all provisions of the NHRC advisory be implemented in a time-bound manner. Officials are required to furnish action taken reports which are due to be submitted to the commission in early November.
