Delhi Assembly Secretary Faces Suspension Over Flyover Project Irregularities
In a significant development from the national capital, Delhi Assembly secretary Raj Kumar, a distinguished officer of the Delhi, Andaman and Nicobar Island Civil Services (DANICS), has been placed under suspension by the Ministry of Home Affairs (MHA). This action comes in light of alleged irregularities linked to the Rani Jhansi flyover project during his tenure with the city government. The suspension, effective immediately, was announced following recommendations from a panel of senior Delhi government officials and the National Capital Civil Service Authority (NCCSA).

Raj Kumar, addressing the situation, stated, "I have received the MHA order regarding my suspension. It's an old case and I was not given any chance to explain myself so I have nothing else to say now." The MHA's decision on April 16 to contemplate disciplinary proceedings against Kumar underscores the gravity of the allegations related to his period as the additional district magistrate (land acquisition collector) within the city government.
The controversy surrounds the construction of the Rani Jhansi flyover, a project that faced nearly two decades of delays before its inauguration in 2018. The 1.8-km grade separator, which connects Filmistan Cinema hall with St Stephens Hospital in north Delhi, was completed by the North Delhi Municipal Corporation at a cost of Rs 724 crore. The project's extensive delays have been attributed to allegations of corruption and land acquisition issues.
Further complicating matters, a Lokpal bench on November 3, 2022, directed the Central Vigilance Commission to review documents and ongoing court cases related to the flyover's construction. The aim is to ascertain responsibility and recover any excess payments made during its construction phase. This directive highlights ongoing concerns regarding governance and accountability in public infrastructure projects.
The suspension of Raj Kumar marks a critical juncture in addressing alleged administrative lapses and ensuring transparency within government operations. As investigations continue, this case serves as a reminder of the challenges facing public administration in managing large-scale infrastructure projects efficiently and ethically.
