DDA Meeting Under LG Saxena Outlines Major Steps for 2024 Housing Schemes
Key decisions on three housing schemes, a policy for managing community halls, and a policy to set disposal prices for garages were made at a DDA meeting chaired by Lieutenant Governor VK Saxena. The DDA announced the Sasta Ghar Housing Scheme 2024, which will offer LIG and EWS flats at discounted rates in Ramgarh Colony, Siraspur, Loknayakpuram, Rohini, and Narela through a first-come-first-serve mode. Around 34,000 flats will be available starting at Rs 11.5 lakh.

The DDA General Housing Scheme 2024 will provide flats of all categories, including HIG, MIG, LIG, and EWS in various localities like Jasola, Loknayakpuram, and Narela. These flats will be offered at 2023 prices without any price increase. The starting price for these flats is around Rs 29 lakh, with approximately 5,400 flats available under this scheme.
Dwarka Housing Scheme
The DDA Dwarka Housing Scheme 2024 will offer MIG, HIG, and higher category flats in Sector 14, 16B, and 19B through an e-auction process. This scheme aims to provide an opportunity for people to own homes in the upscale area of Dwarka. About 173 flats are being offered under this scheme.
The authority has approved an amnesty scheme for the renewal-cum-freehold conversion of expired term leases of 90 years in 23 Nazul estates. The amnesty scheme also includes a waiver of the interest component calculated on damage charges. Additionally, the DDA has given final approval for changing the land use from public and semi-public to recreational green for 1.94 acres in Bawana based on a request from the CRPF.
Community Halls Management
To improve living conditions for Delhi residents, the authority approved a new policy for managing community halls. This includes a relaxed rental structure and operationalisation of ancillary facilities in multi-purpose community halls. The policy covers three parts: online booking of community halls and adjoining open function spaces, operationalisation of multipurpose community halls on a license basis, and operationalisation of community halls on a license basis.
The DDA has also approved the change of land use for a piece of land allotted to the MCD for constructing a bio-methanisation plant at Ghazipur. This plant aims to reduce landfill dependency and lower greenhouse gas emissions, thereby improving air, water, and soil quality in Delhi.
The authority approved an extension until December 31, 2025, for completing construction on residential, commercial, industrial, and institutional plots allotted by the DDA. This extension provides an opportunity for allottees who have deposited the premium to avail themselves of additional time after paying the composition fee for construction activities and obtaining completion certificates.
Garage Space Disposal
A new policy was approved for fixing disposal prices of stand-alone scooter garages/car garages/covered/uncovered parking based on various cost components and disposal modes. This policy aims to enable the DDA to dispose of available garage space inventories efficiently. It provides residents with an opportunity to own garage space and facilitates planned parking in localities.
The authority has also approved increasing land rates by 10 per cent over the rates of 2023-24 for converting leasehold to freehold in commercial and industrial properties and multi-level parking for 2024-25. Additionally, land rates for computing misuse charges applicable for 2023-24 and 2024-25 have been increased.
To augment health infrastructure in Delhi and provide permanent housing to those living in JJ clusters, the authority approved relocating eligible households from the JJ cluster at Kali Bari (on CPWD land) earmarked for RML's Mother and Child Care Hospital to EWS flats at Narela.
This would be the last opportunity for completing construction by December 31, 2025. The DDA will initiate lease determination processes if construction is not completed within this deadline.
