Doval will call upon his counterparts from the BRICS nations to strive to expand counterterrorism cooperation within the bloc to include measures for denying terrorists access to finance and terror-hardware, such as equipment, arms and ammunition.

He would also emphasise on the need for a global legal regime to deal with the problem of terrorism. Terrorism would need to be combated in all its manifestation without making a distinction between good and bad terrorists, Doval would further state.

The visit is a much watched one considering India and China are at a standoff in Doklam. He is expected to raise the issue with his counterpart. Both India and China hope that there would be a thaw in tensions following this visit.

The meeting will also be attended by the National Security Advisors of Brazil, Russia, China and South Africa. State Councillor of China Yang Jiechi will host the meeting of BRICS High Representatives, responsible for national security, in Beijing on Thursday and Friday.
