China's Economic Dominance Complicates India's Aspirations for Leadership in the Global South

China's rise as a major economic and strategic power complicates India's efforts to lead the Global South, according to Army Chief General Upendra Dwivedi. Speaking at the Gen Bipin Rawat memorial lecture in Delhi, he highlighted the challenges posed by China's influence and its close ties with Pakistan. This relationship, he noted, intensifies the threat India faces on multiple fronts.

General Dwivedi pointed out that India's security strategy must evolve beyond traditional methods. He stressed the importance of reimagining security approaches to address modern challenges. "Enhancing security today requires reimagining," he stated, emphasizing the need for innovative thinking in military strategies.

Strategic Challenges and Opportunities

The Army chief discussed Prime Minister Narendra Modi's vision for Viksit Bharat 2047, seeing it as a chance for India to assert its place in global security. He mentioned that India's policy of non-alignment has shifted towards multi-alignment, reflecting its growing international role and capabilities.

General Dwivedi also referenced the Thucydides trap, where a rising power threatens an established one. He questioned whether India can afford to fall into this trap given its social sector needs and volatile neighbourhood. The proximity between China and Pakistan further complicates this scenario.

Global Dynamics and India's Role

The Army chief highlighted global tensions, including conflicts in Ukraine and Gaza, which have divided nations based on various ideologies. He noted ongoing sub-national conflicts and threats like terrorism and cyber attacks challenging global peace. These dynamics require India to adapt its strategies accordingly.

General Dwivedi emphasized that technology has become a crucial deterrent in modern warfare. "Technology prowess probably has become the new currency of deterrence," he said, underscoring the importance of technological advancements in national security.

India's Security Framework

He outlined India's comprehensive security approach, known as DIME-T: Diplomatic, Information, Military, Economic, and Technology deterrence. This framework goes beyond military strength alone, incorporating various elements for a robust defence strategy.

The Army chief also spoke about the militarisation of space led by China, which increases risks related to orbital debris. This development adds another layer of complexity to global security concerns.

General Dwivedi paid tribute to India's first Chief of Defence Staff, Gen Bipin Rawat, describing him as a visionary military reformer. Rawat's insights continue to guide strategic thinking within the Indian military.

The Army chief concluded by stressing the importance of a strong military-civil fusion and an Aatmanirbhar (self-reliant) defence industrial base. These elements are vital for enhancing India's security capabilities in an ever-changing global landscape.
