New Delhi, March 21: The Centre has favoured fundamental changes in management of government employees for a competent and well-functioning administrative structure to ensure citizen-centric governance.

The Ministry of Personnel has written to Collectors and Magistrates of all districts across the country seeking details of challenges being faced by them and to maximising their potential.
"Changing economic and social milieu and the increasing awareness and rising expectations of the people demands a paradigm shift in the concept of governance. The introduction of new regulations, technologies and increasing focus on the citizen centricity in governance calls for changes in the existing governance processes, policy framework, manpower and skill requirement etc," said a background paper, released by the Ministry seeking suggestions from the District Collectors/ District Magistrates.
"It is imperative, therefore, to build a competent and well-functioning administrative structure that is geared to adapt with the changing environment. To enable this, fundamental changes are called for in human capital management," it said.
It is understood that a number of challenges are currently being faced across the life-cycle of human capital management in government.
"The recruitment of staff has not been in sync with the growing and changing work. This has also resulted in an ageing workforce," the paper reads.
