Bihar Signs MoUs Worth Rs 468 Crore at India AI Impact Summit 2026; Research Park at IIT Patna Announced

Bihar aims to become a regional technology hub by signing MoUs totaling Rs 468 crore at the India AI Impact Summit 2026. Key initiatives include a Rs 250 crore IIT Patna Research Park and a Rs 60 crore AI Centre of Excellence, alongside GCC and IT policy collaborations to boost jobs and skills.

The Government of Bihar has signed Memorandums of Understanding (MoUs) worth Rs 468 crore at the India AI Impact Summit & Expo 2026, marking a major push toward transforming the state into a technology hub for eastern and northeastern India.

The five-day summit, being held at Bharat Mandapam in New Delhi, has drawn CEOs of more than 100 technology companies and representatives from over 135 countries. Heads of State from over 20 countries and ministers from more than 50 nations are also participating in the global event.

A key highlight of the summit was the official announcement of a Rs 250 crore Research Park at IIT Patna. The initiative aims to strengthen research, innovation, and industry-academia collaboration in emerging technologies, particularly artificial intelligence.

To further promote innovation and incubation, Bihar signed:* An MoU worth Rs 60 crore for setting up the Bihar AI Centre of Excellence (AI CoE).* An MoU worth Rs 250 crore for establishing the Research Park at IIT Patna.Tiger Analytics will serve as the industry partner for the Bihar AI CoE, while IIT Patna will act as the academic partner.

Under the Bihar GCC Policy 2026 and Bihar IT Policy 2024, the state also signed agreements with several Global Capability Centres (GCCs) and IT units, including:* Red Cyber (Rs 103 crore)* GrowQR (Rs 30 crore)* CIPL (Rs 25 crore)These investments are expected to significantly boost the IT and AI ecosystem in the state.

Over 10,000 Jobs Expected

The initiatives are projected to generate more than 10,000 new job opportunities in emerging technology sectors. In addition, over 50,000 young people will receive skill development training through AI-linked programs, strengthening Bihar's talent pipeline for future-ready industries.

Bihar Pavilion Inaugurated

On February 17, Bihar Deputy Chief Minister Samrat Choudhary inaugurated the Bihar State Pavilion at the summit. Union Minister Rajiv Ranjan Singh (Lalan Singh), representing the Ministry of Panchayati Raj and the Ministry of Fisheries, Animal Husbandry and Dairying, attended the event as the Chief Guest. The occasion was also attended by Bihar's IT Minister Shreyasi Singh, Industries Minister Dilip Kumar Jaiswal, and Rajya Sabha MP Sanjay Kumar Jha, along with senior state officials and representatives from IIT Patna. The Bihar Pavilion has been set up at Hall 5-F, Stall Numbers 8 and 12 at Bharat Mandapam.

Policy Push to Position Bihar as Tech Hub

The Bihar government recently approved the Bihar GCC Policy 2026 and the Bihar Semiconductor Policy 2026, aimed at positioning the state as a global technology hub for eastern and northeastern India. As India continues to emerge as a global agenda-setter in artificial intelligence, Bihar is rapidly carving out its own identity in the technology sector. The launch of new policies, establishment of a Research Park at IIT Patna, and signing of strategic MoUs reflect the state's focused push toward innovation-driven growth.
