Amit Shah Launches Four Digital Platforms For India’s First Fully Digital Census In 2027

Union Home Minister Amit Shah has introduced four advanced digital tools ahead of the country's upcoming Census 2027, signalling a major shift towards a fully digital population count for the first time in India's history.

The newly unveiled platforms are designed to simplify and modernise the census process by integrating satellite imagery, mobile applications and web-based dashboards. These tools have been developed by the Centre for Development of Advanced Computing (C-DAC) to make data collection faster, more accurate and easier to monitor across the country.

Houselisting Block Creator to standardise enumeration areas

The first platform, the Houselisting Block Creator (HLBC) Web Application, will allow charge officers to create well-defined houselisting blocks using satellite imagery. By using geo-based technology, the application aims to ensure that enumeration areas are mapped accurately and consistently across states and districts.

Officials say the tool will help avoid duplication or omission of households, a challenge that has traditionally affected large-scale surveys conducted across India's vast geography.

Mobile app to assist enumerators in multiple languages

The HLO Mobile Application has been designed as a secure platform for enumerators to collect houselisting data directly through their smartphones. The app can operate offline, enabling field staff to gather information even in areas with weak or no internet connectivity.

Once the device reconnects to the internet, the collected data can be uploaded to the central system. The application supports 16 regional languages and is accessible only through registered mobile numbers on both Android and iOS devices, adding an extra layer of security to the process.

Self-enumeration portal introduces a first for India

A major innovation in the upcoming census is the Self-Enumeration (SE) Portal, which allows households to submit their details online before enumerators visit their homes.

After completing the online form, families will receive a unique Self-Enumeration ID. This ID will later be verified by census officials during field visits. The initiative marks the first time Indian residents will have the option to participate in the census digitally before physical verification.

Central monitoring system to track census progress

The fourth platform, the Census Management and Monitoring System (CMMS) Portal, will function as a centralised dashboard for officials overseeing the census operation.

Through this system, authorities will be able to monitor census activities in real time at the sub-district, district and state levels. The dashboard will help administrators track progress, address operational challenges quickly and ensure that enumeration work proceeds smoothly across regions.

With the introduction of these digital platforms, the government is preparing to conduct the first fully digital census in India, a step expected to improve efficiency, transparency and accuracy in the country's largest data collection exercise.
