8th Pay Commission: Are Level 1 Government Employees In for A Treat?
8th Pay Commission: Over 1 crore central government employees and pensioners, especially those in entry-level roles like clerks, peons, and MTS-are keeping a close eye on the upcoming 8th Central Pay Commission (CPC). While it's officially supposed to kick in from January 2026, delays in setting up the panel might push the rollout to early 2027.
Why the Hold-Up?
The government usually rolls out a new pay commission every decade, and the current 7th CPC expires on 31 December 2025. Even though the 8th CPC was announced in January 2024, the Terms of Reference (ToR) still haven't been finalized. Without these guidelines and the appointment of members, no real work on revising salaries, allowances, or pensions can begin.

Salary Hike: All Eyes on the Fitment Factor
The big question is-how much of a raise will employees get? The key factor here is the fitment factor, which is used to calculate the new basic pay. The 7th CPC used a 2.57x multiplier, but former Finance Secretary Subhash Chandra Garg predicts a more modest 1.92x this time, Times Now reported.
Why 2027 Looks More Likely
Even with the 2026 target, insiders say bureaucratic delays and the 2029 general elections could slow things down. Setting up the commission, finalizing terms, gathering data, and making recommendations usually takes 12-18 months.
A Department of Expenditure official told Business Standard: "Realistically, even if the panel is formed by mid-2025, we are looking at late 2026 or early 2027 for implementation."
More Than Just Basic Pay: Allowances & Perks
Apart from the salary bump, govt employees enjoy several benefits up for review:
- Dearness Allowance (DA): Adjusted every 6 months (currently 55%, likely 57% by July 2025).
- House Rent Allowance (HRA):
- X (Metro): 24%
- Y (Tier-2): 16%
- Z (Rural): 8%
- Transport Allowance (TA): Depends on pay level & city.
- Other Perks: LTC, NPS, education allowance, CGHS medical coverage.
