The $700 Billion Pie: India Eyes Chip Dominance
India is striving hard to become a manufacturing hub for semiconductors. Under the leadership of Prime Minister Narendra Modi, the Indian government has embarked upon an ambitious plan for a $10 billion chip manufacturing scheme. In a significant boost to these efforts, Israel's Tower Semiconductor has submitted a proposal to the Indian government to build an $8 billion chipmaking facility. Talks are in advanced stages, with the Israeli firm aiming to manufacture 65-nanometer and 40-nanometer chips in the country. While many details are not in the public domain, the company has been in touch with the Indian government. The global chip market is valued at $700 billion, and India, currently import-dependent, is eyeing a significant portion of this market. The need to diversify chip sourcing beyond established players like China and Taiwan, coupled with India's massive talent pool and government incentives, paves the way for the country's semiconductor pathway.
Israel's Tower Proposes $8 Billion Chip Plant in India

Tower Semiconductor currently operates facilities in Israel, the United States, and Japan. Representatives of the Israeli firm have held meetings with Indian officials, including a meeting last October between Tower Semiconductor CEO Russell C Ellwanger and Minister of State for IT Rajeev Chandrasekhar. The purpose of the meeting was to explore investment opportunities in India.

Untangling the Semiconductor Market
Semiconductors power a wide array of technologies, from smartphones to cars to artificial intelligence systems and weapons. In today's world, semiconductor chips are crucial to the global economy. However, they have also become a geopolitical battleground. For decades, China has dominated semiconductor manufacturing, followed by Taiwan. Concerns about geopolitical tensions, intellectual property theft, and potential supply chain disruptions are prompting nations to diversify their sourcing strategies. Several Western powers have imposed restrictions on exporting advanced chip-making equipment to China, fearing its use in developing high-tech weaponry. Additionally, the pandemic has underscored the importance of self-reliance, prompting countries to rethink their semiconductor strategies.
India Eyes Global Semiconductor Dominance?
Industry experts predict a surge in demand for AI and a steady rise in automotive chips, which will drive a rebound in global chip sales this year. AI applications require large quantities of graphics processing units (GPUs) and other types of chips to achieve the necessary performance. The Semiconductor Industry Association forecasts a 13.1% jump in global chip sales to $595.3 billion, compared with a drop of about 8% in sales in 2023. India aims to attract $100 billion in annual foreign direct investment in the next few years, with foreign investors showing significant interest since PM Modi came to power in 2014. In the semiconductor arena, Israel's Tower Semiconductor is not the only firm eyeing India. U.S.-based chipmaker Micron Technology, Inc. is already building a $2.75 billion assembly, testing, and packaging plant in Sanand, Gujarat. The Tata group also plans to build a semiconductor fabrication plant in Gujarat. Clearly, India is racing ahead to become a global semiconductor hub.
