More Schemes for Left Wing Extremism affected States

Left Wing Extremism (LWE) Division was created with effect from the 19th of October, 2006 to effectively address the Left Wing Extremist insurgency in a holistic manner. The LWE Division implements security related schemes aimed at capacity building in the LWE affected States.

The Division also monitors the LWE situation and counter-measures being taken by the affected States. The LWE Division coordinates the implementation of various development schemes of the Ministries and Departments of Government of India in LWE affected States.

The States of Chhattisgarh, Jharkhand, Odisha, Bihar, West Bengal, Andhra Pradesh, Telangana, Maharashtra, Madhya Pradesh and Uttar Pradesh are considered LWE affected, in varying degrees.

The Government of India has been implementing various schemes in the Left Wing Extremism affected States relating to education, health care and skill development.

Education:

In the field of education, the Government has been implementing schemes like, Rashtriya Madhyamik Shiksha Abhiyan (RMSA), Sarva Shiksha Abhiyan (SSA), etc besides, opening of Kendriya Vidyalayas and Navodaya Vidyalayas in the LWE affected States. RMSA provides schools for imparting quality and affordable education to the youths at secondary level while SSA provides schools with residential facilities for all youths and Kasturba Gandhi Balika Vidyalayas (KGVBs) for girls students to ensure quality elementary education at upper primary level.

Public health:

Public Health being a State subject, the Government of India supplements efforts of the State Governments to strengthen their health care system and setting up of the Public Health Centers (PHCs) under the National Health Mission (NHM). All the LWE affected districts having composite health index below 50% are categorised as High Priority Districts (HPDs) and other districts as Special Focus Districts, which are eligible for higher per capita funding, enhanced monitoring and focused supportive supervision.

Skill development:

The Ministry of Skill Development & Entrepreneurship has been implementing two schemes, namely: 'Skill Development in 34 Districts affected by Left Wing Extremism' and Pradhan Mantri Kaushal Vikas Yojana (PMKVY) in LWE affected States. The Skill Development Scheme envisages, 01 ITI, 02 Skill Development Centers (SDCs) and Skill Training of 160 youth in each of the 34 LWE affected districts of nine states. Rs. 123.64 crores have been released to the States concerned under the scheme. PMKVY is being implemented in 29 most LWE affected districts to enable and mobilise a large number of youth to take up skill training and get employment to earn their livelihood.

Further, the Ministry of Rural Development has also been implementing a placement linked skill development scheme, namely: 'ROSHNI' since 2013 for providing skill training to the poor rural youth in 27 LWE affected districts of nine states.
