Will Karnataka High Court Extend HSRP Deadline Again?
The Karnataka High Court is set to hear a petition concerning the installation of High Security Registration Plates (HSRP) name plate for older vehicles, which has raised questions about the fate of the HSRP implementation deadline. The Karnataka Transport Department is likely to decide whether to extend the deadline or initiate enforcement action, depending on the court's decision.
As per the central government's mandate, vehicles registered before April 2019 are required to be fitted with HSRP. However, a significant number of vehicles in Karnataka have failed to comply, with only 35-40 lakh vehicles out of 1.5 crore meeting the deadline. The Karnataka government had extended the deadline for HSRP installation from February 17th to May 31st, 2024. The Transport Department is now considering imposing fines on vehicles without HSRP if the deadline is not extended.

The High Court has already directed the Transport and Police Departments not to take action against vehicles without HSRP until June 12. This decision has given vehicle owners a temporary reprieve, but the fate of the deadline remains uncertain. If the court permits, fines up to Rs 1,000 may be imposed on vehicles without HSRP starting Thursday.
The petition is scheduled for hearing on Wednesday, which will decide whether the HSRP implementation deadline will be extended or if enforcement action will commence. The Transport Department will make a decision based on the court's directive, which could have a significant impact on vehicle owners in Karnataka.
HSRP Deadline Karnataka
A fine of Rs 500 will be imposed initially, and Rs 1,000 thereafter if vehicle owners fail to comply with HSRP implementation. We will await the finalization of the model code of conduct and seek the government's opinion. If HSRP implementation remains unsatisfactory, we will urge the government to enforce stricter rules.
