What Bengaluru Gets In Siddaramaiah's Karnataka Budget 2025?

Karnataka Chief Minister Siddaramaiah, who also holds the finance portfolio, presented the state budget for 2025-26, marking his 16th budget presentation. The budget places significant emphasis on infrastructure, urban development, mobility solutions, and technological advancements for Bengaluru.

Urban Development & Infrastructure

  • The yearly grant for Bengaluru's infrastructure development has been increased from Rs. 3,000 crore to Rs. 7,000 crore. A new Special Purpose Vehicle (SPV) will be created to utilize these funds efficiently.
  • Bruhat Bengaluru Mahanagara Palike (BBMP) has improved property tax collections, adding Rs. 4,556 crore in revenue through e-Khata reforms. Additional revenue of Rs. 750 crore is expected from the new Advertisement Bye-laws 2025.
  • The government has stood guarantee for Rs. 19,000 crore to BBMP for the North-South and East-West tunnel corridors, which have a total project cost of Rs. 40,000 crore.
  • To address traffic congestion, a 40.5 km double-decker flyover will be constructed along Namma Metro Phase-3 at a cost of Rs. 8,916 crore.
  • 300 km of additional roads will be built utilizing canal buffer zones at a cost of Rs. 3,000 crore.
  • Arterial and sub-arterial roads spanning 460 km will be developed at a cost of Rs. 660 crore.
  • Flyovers and Grade Separators covering 120 km will be constructed across the city.
  • Under the 'Brand Bengaluru' initiative, Rs. 1,800 crore has been allocated for 21 city development schemes.

Water Supply & Drainage Systems

  • The Kaveri Stage-V project, with a capacity of 775 MLD and a cost of Rs. 5,550 crore, was dedicated to the public, benefitting 50 lakh residents in 110 villages.
  • The government will finance Rs. 3,000 crore for drainage network construction and Sewage Treatment Plants (STPs) to mitigate climate change-induced flooding.
  • The Kaveri Stage-6 project will have a Detailed Project Report (DPR) prepared for further improvements in water supply.

Metro & Mobility Solutions

  • Namma Metro's expansion plan aims to add 98.6 km to the current network within two years, extending services to Devanahalli.
  • The Bengaluru Suburban Railway Project, costing Rs. 15,767 crore, is progressing with work on two of its four corridors. The tender process for the remaining corridors will be expedited.
  • The Peripheral Ring Road project, now renamed 'Bengaluru Business Corridor', will be built with an investment of Rs. 27,000 crore, with land acquisition already underway.

Technology & Economic Development

  • A Quantum Research Park (Phase-2) will be set up in collaboration with IISc with a grant of Rs. 48 crore over the next three years.
  • Foxconn's mobile manufacturing plant in Devanahalli, with a capital investment of Rs. 21,911 crore, will receive an incentive of Rs. 6,970 crore.
  • A state-of-the-art EV cluster with a testing track will be set up in Bengaluru at a cost of Rs. 25 crore.
  • Bengaluru Bio-Innovation Center, damaged in a fire, will receive Rs. 57 crore for reconstruction.

Safety & Law Enforcement

  • Bengaluru Safe City Project, implemented at a cost of Rs. 667 crore, has installed 7,500 surveillance cameras, 10 drones, and 560 body-worn cameras.
  • The number of police divisions will increase from 8 to 11 for better policing.
  • Four additional bomb detection squads will be set up in Bellary, Davanagere, Mysuru, and Bengaluru Central Zones.

Environment & Sustainability

  • 'Green Bengaluru' initiative includes lake rejuvenation projects for 14 lakes at Rs. 35 crore.
  • Bellandur and Varthur lakes rejuvenation is being carried out at a cost of Rs. 234 crore.
  • Biogas-based income and carbon credit programs will be initiated using STP-generated waste.
  • A state-of-the-art Bengaluru Signature Park will be developed in Devanahalli across 407 acres, with Rs. 50 crore already allocated for connectivity infrastructure.

Education & Healthcare

  • Bangalore City University will be renamed 'Dr. Manmohan Singh Bengaluru City University'. Government Arts College and Government R.C. College will be made its constituent colleges.
  • A 200-bed hospital in Bengaluru North Taluk will be built at a cost of Rs. 150 crore.
  • A Critical Care Block with 100 beds will be developed in Bengaluru, along with 14 such blocks of 50-bed capacity across Karnataka.
  • The Nephro-Urology Institute, being developed at Rs. 26 crore, will soon be completed.
  • A mental health centre will be established at the Destitute Relief Centre in Bengaluru.

Sports & Recreation

  • A multiplex movie theater complex will be developed under PPP mode in Nandini Layout on 2.5 acres owned by the Karnataka Film Academy.
  • A district stadium will be built in Adinarayana Hosahalli (Bengaluru Rural) along with a modern cycling velodrome at a cost of Rs. 5 crore.
  • The Vidyanagar swimming pool will be upgraded to international standards, and a 50-meter Olympic standard swimming pool will be constructed in Chamarajnagar for Rs. 2 crore.

Employment & Social Welfare

  • An international job fair will be organized in Bengaluru through the International Migration Centre to connect job seekers with foreign employment opportunities.
  • Two new hostels for IAS, IPS, and KAS aspirants will be built in Bengaluru.
  • A Buddhist Study Academy will be established in Bengaluru, and the 100-year-old library at the Mahabodhi Study Centre will be digitized at a cost of Rs. 1 crore.
