Rape Surge In Bengaluru: 714 Rape Cases In 5 Years

Despite the implementation of safety measures such as helplines, CCTV cameras, and increased police patrol, the prevalence of rape in the city has seen a distressing upward trend over recent years, raising questions about the effectiveness of these interventions. Data presented to the Legislative Assembly highlights a consistent rise in the number of rape cases, with 714 incidents reported over the last five years.

In 2023 alone, there were 172 cases, marking a 13.9% increase from the previous year. Interestingly, while there has been a slight decrease in cases in 2024, with 165 incidents reported up until the end of November, the figures still underscore a significant concern for women's safety in the area.

Home Minister G Parameshwara provided a broader perspective, stating, "According to the National Crime Records Bureau (NCRB) for 2023, Karnataka ranks 17th nationwide in the number of rape cases reported." He emphasized various state initiatives aimed at combating crimes against women, including the emphasis on free and fair case registration by the Karnataka Police Department.

The minister highlighted the operational emergency response and helpline numbers, which have become a pivotal part of the state's strategy to ensure the safety and security of women and children. Approximately 11,000 calls are received annually through these helplines, showcasing the community's reliance on these services for immediate assistance.

In response to the growing concern over women and children's safety, Bengaluru has undertaken significant measures under the Safe City Project. This includes the installation of 7,500 CCTV cameras across strategic locations and the deployment of 241 "Hoysala" patrol vehicles. The city has also established 30 "Safety Islands" in public places, providing women with spaces where they can seek help in emergencies. Furthermore, the Karnataka state has set up 1,050 Women Help Desks in police stations and introduced Pink Hoysala vehicles, staffed by female officers, to offer prompt assistance to women and children facing distress.

Parameshwara also mentioned the state's efforts in addressing crimes against women through the legal and judicial process. "Victim compensation under the 2011 Victim Compensation Scheme is facilitated through the Legal Services Authority for survivors," he explained, shedding light on the state's commitment to supporting rape survivors. Additionally, the introduction of Anti-Human Trafficking Units (AHTUs) in 35 police stations and the establishment of an online portal for registering complaints related to cybercrimes against women and children are steps taken to widen the scope of protection and assistance provided by the state.

To further ensure the safety of vulnerable groups, police teams carry out regular patrols around student hostels and residential areas, with female officers making periodic visits. The state's dedication to implementing the POCSO Act effectively is evident through comprehensive training programs for officers, focusing on the nuanced aspects of handling cases involving children, including medical aid, rehabilitation, and community responsibilities.
