Karnataka HSRP Implementation Deadline Extended To January 31, 2025

In Karnataka, the implementation of High Security Registration Number Plates ( HSRP) on vehicles has encountered a delay, necessitating another extension of the deadline to January 31, 2025. This adjustment marks the fifth extension given by the Karnataka Transport Department. Initially, vehicle owners were required to register by the end of December, but due to legal proceedings, the deadline has been pushed forward. The extension comes as the Karnataka High Court has ordered the Transport Department not to levy fines on vehicle owners until a final court decision is made. As a result, the official order to extend the deadline, which was due to be issued following the holiday for Manmohan Singh's death, is anticipated to be announced shortly.

The HSRP initiative, aimed at securing uniformity in number plates across India for enhanced security and safety, has seen a sluggish uptake in Karnataka compared to other states. Since its commencement last year, only 57 out of approximately 1.44 crore vehicles have been fitted with these plates. The Transport Department's intention to penalize non-compliant motorists was halted when vehicle owners sought legal recourse, challenging the HSRP mandate in the Karnataka High Court. The court, after hearing the case last month, has deferred its final verdict and requested a detailed report from the Transport Department, with the next hearing scheduled post-January 15, 2025.

Yogish highlighted that the department is in the process of informing the High Court about the critical nature of HSRP registration for vehicle security. Despite the enforcement challenges, the Department remains committed to adhering to the court's final directive.

Comparatively, the uptake of HSRP in Karnataka has been significantly lower than in other states, including West Bengal, which has also seen a tepid response from vehicle owners. To combat this apathy and enhance compliance rates, the Karnataka Transport Department plans to ramp up public awareness. By conducting awareness camps at both taluk and district levels, the Department aims to educate vehicle owners about the importance of HSRP, emphasizing its role in vehicle safety and security.
