As HSRP Deadline Nears, Will Karnataka Impose Fines On 1.44 Crore Non-Compliant Vehicles?
In a relief for vehicle owners in Karnataka, the High Court has instructed the Transport Department to pause action against those who have yet to install high-security registration plates (HSRP). This move temporarily suspends strict enforcement, giving vehicle owners more time to meet the HSRP mandatory requirement.
Earlier, the Transport Department had been preparing to penalise non-compliant vehicle owners. However, the High Court's intervention has prompted a pause in disciplinary measures until further orders. The move comes amidst ongoing legal proceedings concerning HSRP implementation.

With the December 31 deadline approaching, the Transport Department is now focusing on raising awareness among vehicle owners. Plans are underway to host awareness camps at the taluk and district levels, aiming to promote the installation of HSRP number plates.
Despite the mandate being in effect for over a year and a half, awareness initiatives have been limited, leading to a significant compliance gap. While 56.4 lakh vehicles have been fitted with HSRP plates, over 1.44 crore older vehicles are yet to meet the requirement. Many owners cite insufficient information about the scheme as a reason for their reluctance.
The Transport Department has already extended the HSRP deadline five times, reflecting the challenges in achieving full compliance. Officials have assured that future actions will depend on the High Court's guidance following the December 31 cutoff.
For now, the RTO has clarified that no penalties or enforcement measures will be taken until the court issues its final directive. Instead, efforts will center on creating awareness and encouraging voluntary compliance.
This enforcement pause is a relief for many vehicle owners concerned about fines, while also highlighting the need for enhanced outreach efforts by the authorities. Motorists are encouraged to use this time to install HSRP plates and avoid any last-minute rush or complications post-deadline.
The Transport Department hopes that improved communication and increased awareness will ensure a smoother rollout of HSRP across the state, making roads safer and more organised.
