Karnataka Budget 2025: What Bengaluru Got & What It Didn’t? Full Breakdown
The Karnataka state budget for 2025 has placed a strong emphasis on infrastructure development in Bengaluru, aiming to attract investments and generate employment. Key focus areas include metro expansion, the Cauvery Stage-6 water project, and improvements to arterial and sub-arterial roads.
Increased Budget Allocation for Bengaluru

To accelerate development, the annual grant for Bengaluru has been increased from Rs 3,000 crore to Rs 7,000 crore. A Special Purpose Vehicle (SPV) will be established to efficiently utilize these funds and prioritize key projects.
IT, BT, and Science & Technology Initiatives
The government has outlined ambitious plans for the IT, BT, and Science & Technology sectors. The 2025-26 budget includes a Rs 1,000 crore grant for the Local Economy Accelerator Program (LEAP) to promote innovation and entrepreneurship in cities beyond Bengaluru, with Rs 200 crore allocated for the current fiscal year. The program aims to create five lakh jobs across Karnataka.
Key LEAP Initiatives:
- Establishing startup ecosystems in Mysuru, Mangaluru, Hubballi, and Kalaburagi.
- Creating Global Technology Centres, incubators, and Centres of Excellence.
- Allocating Rs 300 crore for a Fund-of-Funds and Rs 100 crore for deep-tech development.
The new IT Policy for 2025 aims to foster cloud computing and emerging technologies while expanding the IT sector into Tier-II and III cities. Additionally, Rs 50 crore will be spent over five years to establish the Centre for Applied AI for Tech Solutions (CATS), and Rs 48 crore will be allocated for the Quantum Research Park Phase-2 in partnership with IISc Bangalore.
Strengthening Karnataka's Biotech Industry
The Karnataka Biotechnology Policy 2024-2029 aims to attract Rs 1,500 crore in investments through incentives worth Rs 220 crore. Global Innovation Districts will be developed in Mysuru, Belagavi, Dharwad, and Bengaluru, reinforcing Karnataka's reputation as a global technology hub.
Boost to Electronics Manufacturing
A state-of-the-art PCB park will be developed on 150 acres in Mysuru to support electronics manufacturing. Additionally, the Sensor Tech Innovation Hub, with an investment of Rs 99 crore, will be established in collaboration with the central government and industry partners.
Metro Expansion and Road Development
Currently, Bengaluru has two operational metro lines (Green and Purple), with the Blue, Pink, and Yellow lines under construction. The government aims to add 98.60 km to the metro network over the next two years, including an extension to Devanahalli. The state has allocated Rs 50 crore for connectivity infrastructure to Bengaluru Signature Park in Devanahalli.
A double-decker flyover is among the state's ambitious projects, with Rs 8,916 crore allocated for a 40.5 km flyover under Namma Metro Phase-3. Additionally, Rs 3,000 crore will be used to construct 300 km of roads along canal buffer zones, and Rs 660 crore will be spent on developing 460 km of arterial and sub-arterial roads. The state has also renamed the Peripheral Ring Road project as the 'Bengaluru Business Corridor,' with a Rs 27,000 crore budget for its 73 km stretch.
Clean Mobility Policy
The Karnataka Clean Mobility Policy 2025-30 aims to attract Rs 50,000 crore in investments for clean mobility and create one lakh jobs. To promote electric vehicle (EV) adoption, a world-class EV testing track and a state-of-the-art EV cluster will be developed in Bengaluru at a cost of Rs 25 crore.
Brand Bengaluru Initiative
A total of Rs 1,800 crore has been allocated for 21 schemes under the Brand Bengaluru project. BBMP and BWSSB will receive Rs 3,000 crore to improve drainage and prevent flooding. BWSSB will also explore biogas-based income through public-private partnerships.
Property Tax and Revenue Reforms
BBMP has increased property tax collection through reforms, online e-Khata implementation, and technology adoption, resulting in an additional revenue of Rs 4,556 crore. The newly notified Corporation's Advertisement Bye-laws 2025 are expected to generate another Rs 750 crore.
The state has guaranteed Rs 19,000 crore to BBMP for constructing North-South and East-West corridor tunnels at an estimated cost of Rs 40,000 crore.
Water Supply Enhancements
The Cauvery Stage-5 project, delivering an additional 775 MLD of water at a cost of Rs 5,550 crore, was dedicated to the public in 2024-25. The government will also prepare a Detailed Project Report for Cauvery Stage-6.
Under the Brand Bengaluru Green Bengaluru initiative, BBMP is working on the rejuvenation of 14 lakes at a cost of Rs 35 crore, while Varthur and Bellandur lake restoration projects are being undertaken by BDA for Rs 234 crore.
Bengaluru's Suburban Rail Developments
The government has earmarked Rs 812 crore for doubling 70 km of railway lines on the Baiyappanahalli-Hosur and Yeshwanthpur-Channasandra routes, with the state contributing Rs 406 crore. The Bengaluru Suburban Railway Project, costing Rs 15,767 crore, includes 148 km of rail lines and 58 stations. Two corridors are under construction, while tenders for the remaining two will be processed soon.
The Karnataka Budget 2025 prioritizes Bengaluru's infrastructural growth, technological advancement, and sustainable development, ensuring the city's continued dominance as India's leading tech and innovation hub.
