Highlights Of Karnataka Budget 2023
Karnataka Chief Minister Siddaramaiah on Friday presented the 2023-2024 state budget with an outlay of over Rs 3.27 lakh crore in the Legislative Assembly.
He said approximately Rs 52,000 crore would be spent annually for the five key poll 'guarantees' and it is expected to benefit 1.3 crore families.
He said through the five 'guarantees' (poll promises), the government will be providing an average additional financial assistance of Rs 4,000 to Rs 5,000 a month to each household.

The five 'guarantees' related to free bus travel for women, 200 units of free electricity, 10 kilograms of free food grains to the poor, Rs 2,000 for the woman head of the house and unemployment benefit of up to Rs 3,000.
Here are the highlights of the Karnataka budget 2023:
- Re-launch of Indira Canteens. The government will allocate Rs 100 crore for renovation and maintenance.
- From the existing 173, the dialysis centres will be increased to 219 at a cost of Rs 92 crore.
- In memory of Karnataka Ratna, Puneet Rajkumar, Automated External Defibrillators (AED) will be installed in all district hospitals and taluk hospitals to aid in the prevention of sudden cardiac arrest. For this purpose, Rs 6 crore will be provided.
- Excise duty increased by 20 per cent. Duty on beer increased by 10 per cent.
- Rs 30 thousand crore grant to Namma Metro, a sub-urban train.
- Rs 10 thousand crore grant to Food and Civil Supply department.
- Rs 11 thousand crore grant to Social Welfare department.
- Rs 10 thousand crore grant to PWD department.
- Rs 10 thousand crore grant to Mahatma Gandhi NREGA Project through Krushi Bhagya.
- Trauma Center in Kalaburgi and Mysuru.
- 4 per cent subsidy to 100 agricultural product manufacturer companies.
- To elevate the state's GSDP growth rate from 13 per cent to 17 per cent and achieve the goal of becoming a 1 trillion dollar economy, various initiatives will be undertaken. These include enhancing capacity in the agriculture, industry, and service sectors, bolstering infrastructure support, implementing devolution of power, and promoting administrative decentralization.
- 2,442 pre-matric and post-matric boarding schools functioning under the Backward Classes Welfare Department will be provided with necessary basic facilities, and steps will be taken for their comprehensive strengthening.
- 20 per cent or a maximum of one lakh rupees in case of borrowing through commercial banks to create self-employment opportunities under Yam Udyog Loan Schemes loan subsidy will be provided through commercial banks.
- 100 Forest Product Units will be set up in tribal areas in coordination with TRIFED for processing and value addition of forest products.
- Rs 310 crore is allotted for the construction of classrooms in schools and Rs 240 crore for the construction of classrooms in Pre-University colleges. With a total allotment of Rs 550 crore, the construction of 8,311 school and college classrooms will be completed shortly. This will ensure better facilities for the students of government schools and colleges.
- For the ongoing construction works of medical colleges and hospitals, Rs 450 crore has been earmarked. In the current year, construction work on 450-bedded hospitals in Gadag, Koppala, Karwar and Kodagu districts will be completed on priority.
- Kidwai Memorial Institute of Oncology has been dedicatedly serving cancer-affected patients in the state by offering affordable cancer treatment. In honour of its Golden Jubilee celebrations, a generous allocation of Rs 20 crore has been sanctioned to enhance the facilities of its regional units located in Kalaburgi and Mysuru. This investment aims to further strengthen the institute's ability to provide advanced and improved care to a multitude of patients.
- To provide financial and social support to specially-abled persons, motorized bicycles will be provided to around 4000 registered beneficiaries with the department, at the cost of Rs 30 crore. The government will also make efforts to identify unregistered eligible beneficiaries and extend the facility.
- An interest subsidy of 6 per cent will be provided to entrepreneurs belonging to Other Backward Classes Category-I and II(a) for loans availed up to Rs 10 crore from Karnataka State Finance Corporation. This will help them to utilize ample opportunities available for starting new enterprises in the service sector.
- To prevent the menace of fake marks cards, the government will make it mandatory for all the higher education students of the state to get registered in 'The Academic Bank of Credits' and to access marks cards and certificates from NAD/Digilocker.
- Suitable training programs will be organized for around 7,800 departmental staff at Higher Education Academy, Dharwad under 'Vruthi Chaitanya' program at an estimated cost of Rs 10 Crore.
- Rajiv Gandhi University of Health Sciences will establish a new medical college in Kanakapura taluka of Ramanagara district.
- The state is home to 200 Moulana Azad Schools, where a commendable minimum of 75 per cent of students have successfully cleared their exams. Remarkably, 22 schools within this group have achieved a perfect 100 per cent pass rate. In order to further improve the quality of education, efforts will be made to identify the top-performing Moulana Azad Schools. These schools will receive special attention to enhance their educational standards. Additionally, schools without their own buildings will be provided with the necessary basic infrastructure to ensure a conducive learning environment for students.
- A 'State Education Policy (SEP) will be launched which will replace the National Education Policy.
- A budget of Rs 100 crore has been allocated for the establishment of the Karnataka State Christian Development Corporation.
- To support minority students in pursuing graduate and post-graduate degrees at foreign universities ranked below 250 globally, interest-free loans of up to Rs 20 lakh will be provided.
- Rs 50 crore to develop Waqf board and other religious properties.
- A mega jewellery park has been announced in Bengaluru which will create employment for 10,000 people.
- Action to establish 05 new traffic police stations and 06 women police stations in Bangalore city. Creation of a total of 2,454 posts in two phases.
- 100 crore in the year 2023-24 to replace the old vehicles in the department under the Police Mobility Scheme. grant.
- Rs 10 crore for the upgradation of the Criminal Investigation Department (CID), Cyber Crime Cell (CCD) and Cyber Economics and Narcotics (CEN) units of police stations.
- 100 crore rupees for the construction of ten 3 bay fire stations under the K-SAFE scheme and for providing the necessary fire fighting vehicles. assistance

- Creation of two new elephant task forces in Ramnagar and Bannerghatta areas to control human-forest conflict.
- Declaration of Black Antelope Conservation Reserve for the conservation of the Black Antelopes commonly seen in Bidar; 2 crore for protection and maintenance of this area.
- Implementation of new policy to control and monitor Green House Gases (GHG) emissions.
- Formation of Coastal Beach Tourism Task Force for coastal tourism development. Development of Sasihitlu beach as an international surfing destination.
- Action for construction of Yatriniwas/dormitory at various tourist spots of the state.
- Action to upgrade the premises of Karnataka Exhibition Authority, Mysore.
- Under our metro plan, the existing 70 km network will be extended to 176 km in the next three years. The airport route will be completed in 2026.
