Special Commissioner Munish Moudgil said the online system has significantly reduced delays and eliminated the need for citizens to visit Bruhat Bengaluru Mahanagara Palike (BBMP) offices or GBA service counters. All Khata-related applications and certificates are now processed digitally through official portals.

Cabinet Clears Path for B-Khata to A-Khata Upgrade
In a significant policy move, the Karnataka Cabinet on January 8 approved issuing A-Khata certificates to B-Khata properties located in unauthorised layouts under urban local bodies. Law and Parliamentary Affairs Minister HK Patil said the decision applies to residential sites, buildings, apartments and flats that were earlier classified as B-Khata due to lack of layout approvals.
The Cabinet has also cleared the regularisation of B-Khata properties issued by the former BBMP up to September 2024, allowing eligible owners to upgrade to A-Khata through a notified procedure.
A-Khata vs B-Khata: Why It Matters
A-Khata properties comply fully with planning rules and government regulations, making them eligible for bank loans, property transfers, trade licences and building approvals. B-Khata properties, on the other hand, are listed mainly for tax purposes and face restrictions due to planning violations or missing approvals.
Experts say the Cabinet's decision, combined with the smooth rollout of e-Khata, could reduce legal uncertainty for thousands of homeowners, improve access to formal credit and stabilise property values in many parts of Bengaluru.
With more than nine lakh applications already processed and digital systems in place, officials believe e-Khata could become a model for transparent, corruption-free urban governance in Karnataka.
