Bengaluru Suburban Railway Project Seeks Bids For 264 Coach Lease
Karnataka Rail Infrastructure Development Company (KRIDE) recently called for RFP (Request for Proposals) Price Bids for the Bengaluru Suburban Rail project, aiming to deploy 264 coaches across its four rail lines. The project entails running various trains on a Public Private Partnership (PPP) model, overseen by a designated 'Lessor' responsible for leasing, operating, and maintaining these trains.
Although three firms-BEML, BHEL, and CAF-had initially shown interest in the project in May 2023, the final list of responding firms from the RFQ stage remains undisclosed. If you have any information regarding the bidders, feel free to share it.

The selection of the 'Lessor' in the RFP's second stage will depend on their proposed charges per train-hour and maintenance fees per train-hour, as detailed in the selection criteria.
Important dates to note include the Pre-Bid Meeting scheduled for January 30, 2024, Bid Due Date on February 27, 2024, and the Opening of Bids on February 28, 2024. The subsequent steps involve the issuance of the Letter of Award (LOA) within 30 days of the bid due date and contract signing within 60 days of the LOA.
KRIDE's extensive scope encompasses selecting a 'Lessor' for the design, manufacturing, supply, commissioning, operation, and maintenance of the rolling stock for the Bengaluru Suburban Rail Project. This includes leasing 264 cars for various train configurations, operational and maintenance services, and ancillary support.
The evaluation of bids for the project relies on the present value (PV) of Total Charges, calculated based on quoted Unit Lease Charges and Unit Maintenance Charges per Train Hour. The PV of Total Charges, computed at a discount rate of 8.45% per annum, serves as the primary evaluation criterion.
Bidders must ensure that their quotes for Unit Lease Charges and Unit Maintenance Charges are all-inclusive, covering taxes, levies, duties, and GST on input. However, the applicable GST on these charges, as per the Contract terms, will be borne by the Authority.
