BBMP Caste Sticker Without Survey? Bengaluru Residents Can Take These Steps Now
The BBMP's caste census drive, launched to collect data on Scheduled Caste (SC) households, has run into controversy over its QR-coded sticker campaign, with residents across the city expressing anger, confusion, and ridicule. Launched on June 23, 2025, the survey aimed to cover 101 SC communities across all eight BBMP zones, but poor execution has left many questioning the civic body's preparedness and intent.

Stickers Without Surveys
Instead of facilitating genuine data collection, survey stickers have been randomly affixed on homes, two-wheelers, and even tea stalls - often without any interaction with residents. In many areas, the stickers were applied with industrial glue, leaving behind damage and stains on private property.
"I found a sticker on my back gate, but no one even knocked," said Smitha Ranganath, a resident of Banaswadi. Another resident, Nirvigna KS from Kasturinagar, noted, "They didn't speak to us. The glue left marks on our main door. Is this how you collect data?"
Social media has amplified these concerns, with users mocking the BBMP's approach. One user questioned, "What caste is my Honda Activa?" after finding a sticker slapped on their vehicle.
Special Commissioner for Welfare Suralkar Vikas Kishore admitted to lapses:"Enumerators have sometimes done a poor job. A sticker does not mean the survey is done. We will take stringent action."
He further acknowledged that some localities, "presumed to not have SC households", are being skipped - a move that violates the inclusive intent of the survey.
In a related disciplinary move, Revenue Inspector Kavita was suspended last week for dereliction of duty during the sticker campaign. The BBMP has also issued fresh instructions to field workers, emphasizing that stickers must only be applied after verifying household details.
Survey Status: Just 52% Completed, BBMP Likely to Seek Extension
The BBMP was initially tasked with completing the survey by July 5, but with only 52% completed, officials are now preparing to request a two-week extension. Out of the target 33 lakh households, only 22 lakh have been surveyed so far. Officials say they are now covering 1.8 lakh households per day.
Chief Commissioner M Maheshwar Rao stated,"We've followed a micro-level plan for door-to-door visits. If any official misbehaved or skipped the process, action will be taken. We've asked for more time to ensure a proper and respectful survey."

While BBMP reports identifying 6.7 lakh SC individuals across 1.8 lakh SC households, the flawed rollout has led to mistrust and criticism. The civic agency now faces the dual challenge of damage control and data accuracy - and only a transparent, respectful approach in the coming weeks can salvage public confidence.
