New Delhi, Oct 29: Congress general secretary Rahul Gandhi once again did not join Prime Minister Manmohan Singh's cabinet. But sources indicate that Rahul is all set to take over as the working president of the Congress and work for the party to win General Elections in 2014.

On Sunday, Oct 28 cabinet reshuffle of Congress-led UPA government saw many young faces joining the government. But Rahul stayed away from taking up a cabinet berth.

Sources at Congress say that Rahul is not interested in taking up ministerial post as he is interested in strengthening the party at the grassroots level to enhance the performance of the party in the e forthcoming General Elections. But critics are doubtful whether Rahul is capable of winning elections for Congress. Rahul was hugely criticised after his high decibel campaign in Uttar Pradesh didn't work.

However, the Cabinet reshuffle saw some kind of triumph for Rahul. Many from Rahul's team, younger faces took charge or were moved up to meaty portfolios.

Prime Minister Manmohan Singh on Sunday said that Rahul didn't want to become a minister as he wanted to strengthen the party. With the new look, Congress is expected to have a few young general secretaries, those belonging to his team, in important party positions.

"Seniors like Ambika Soni are expected to be a part of this new set up. Unlike in the past, over the past few months, Rahul has stepped beyond his youth Congress agenda, choosing poll candidates, to being party to important decisions," said a senior Congress leader.
