In his representation, Biswas claimed, Kaisar enclosed letters dated 15.10.2009, 8.3.2010 and 20.1.2011 purported to have been issued by the then Under Secretary BK Pant. "As record of this Ministry shows that no such letters were issued to the Government of Bihar under the signature of BK Pant, comments of the officer was called for and the officer has stated that the above dated letters are fake and his signature have apparently been forged," he said. He said comments of Central Security Agency have also been obtained. Kaisar could not be contacted for comments.
