For Hazare, PM is "young" as compared to Rahul Gandhi
He was responding to a question as to whom did he consider as young---Singh or Gandhi. The question came when Hazare said that after his recent naturopathic treatment, he is a "young 75-year-old".
Hazare said Rahul Gandhi cannot be stated to be "young" just because he is younger in age. Singh is 79 while Gandhi is 41.
