2G: Raja misrepresented PM's letter in allocating licenses

Raja on Dec 26, 2007 in a letter to the Prime Minister stated that he met Pranab Mukherjee to discuss the telecom policy to issue network licences to mobile operators.
Mukherjee was the then Group of Ministers who was in charge of supervising spectrum related decisions. Raja in a note referring to an annexure said "the issue-wise details and my decisions".
Manmohan Singh on Jan 3, 2008 wrote back to the former telecom minister acknowledging his letter.
Raja on 7 Jan, 2008 misrepresented the acknowledgement letter as the "policy directive for licensing matters" to the Department of Telecom. The policy was revised before issuing 122 licences without taking the mandatory move from the Telecom Commission.
Raja is currently lodged in Tihar jail for his alleged involvement in the 2G spectrum allocation case.
