According to police, Paresh Nayak was the chairman of Orissa chapter of CAPART for four years during the NDA rule.
He had also contested from Bhubenswar Assembly seat as an independent candidate in the last assembly election after the BJP denied him a ticket, police added.
While Paresh and Raju Nayak were nabbed from Kalinga Buddha Bihar and from Damana under Chandrasekharpur police station respectively, the girl was rescued from the latter's rented house, police added.
Police sent the girl and Raju Nayak to the District Head Quarter hospital Kendrapara for medical examination.
Paresh Nayak was produced before the SDJM court Kendrapara under Section 365,368,366(a),417 and 109 of IPC and Section 5 of Prevention of Immoral Traffic Act .
He was remanded into jail custody after his bail petition was rejected.
As per the investigation, the girl, who was resident of Jadupur under Patkura police station, was lured by one Baikuntha Biswal and his daughter on the pretext of providing her a computer job at a private company in Bhubaneswar.
Baikuntha and his daughter were the residents of Koratapanga village.
Later, Baikuntha allegedly left the girl near Paresh Nayak at Bhubaneswar, who introduced her to Raju Nayak with an assurance of a job.
When the girl wanted to return to her village Paresh and Raju allegedly threatened her of dire consequences and forcibly kept her in the house taken by Raju on rent.
Patkura OIC Tapas Prdhan informed that Raju threatened to kill the girl if she tried to flee and maintained physical relations.
However, during interrogation, Raju claimed the girl to be his wife, saying they were married before the Notary on October 30.
