Haryana to adopt replacement theory in reservation

Chandigarh, Oct 30 (UNI) The Haryana government has decided to adopt the concept of replacement theory while filling the posts reserved for Scheduled Castes, Scheduled tribes, Backward Classes and Ex-servicemen.

The replacement theory will be adopted in case total cadre has full representation of the Scheduled Castes/Scheduled tribes and Backward Classes in accordance with the reservation policy.

A letter to this effect, addressed to all Financial Commissioners and Principal Secretaries, Divisional Commissioners and Deputy Commissioners, Heads of Departments, Registrar Punjab and Haryana High Court and Chief Administrators/ Managing Directors of the Boards and Corporations, has been issued by the Chief Secretary, an official spokesman said.

Spelling out the replacement theory, the letter stated that if the post was vacated by scheduled castes candidate, the same was to be filled up from scheduled castes category. Similarly, if the post was vacated by the general or backward classes candidate, it was to be filled up from the respective category.

The decision has been taken in view of the orders passed by the Supreme Court.
