Bangalore, Sep 13 (UNI) Strongly condemning the serial blasts in New Delhi that claimed the lives of at least 20 people, BJP leader L K Advani today said the UPA government's ineptness was the cause of the terror act as it had not acted on the advance warnings provided by Gujarat Chief Minister Narendra Modi about the impending attack to be carried out in the nation's capital, ten days ago.

Speaking at the Vijay Sankalp rally here, Mr Advani said Mr Modi had informed the Centre that during the interrogation of the terrorist suspects arrested by Ahmedabad police after the July 25 serial blasts it was revealed that they intend to carry out attacks in Delhi.

Mr Modi too confirmed after the meeting about his interaction with Prime Minister Manmohan Singh, Home Minister Shivraj Patil and National Security Advisor M K Narayanan.

''At least now the UPA government cannot blame it on the 'intelligence failure', which it did repeatedly after failing to stop terror acts. Today's blasts show how ill-equipped the UPA government is to fight the growing terrorism in the country even after receiving prior information,'' Mr Advani said.

He said the Centre has to answer why it was denying the Presidential assent for the anti-terror laws passed by the legislatures of BJP ruled states of Gujarat, Madhya Pradesh and Rajasthan.

Referring to the refusal of the Centre to the Presidential assent, he said the UPA government had disregarded the opinion of the National security advisor for granting the assent.

''When the Chief Minsiter of any state alerts the Union government about possible terror attacks, but its fails to act, what can one say about the attitude of the Centre?,'' he asked.

In view of today's blast, he said the UPA-led government at the Centre should resign. People should be given an opportunity to give a fresh mandate in view of the 'total' failure of the Central government on different issues, he said.

BJP National President Rajnath Singh said the party strongly condemned the dastardly act of the anti-nationals and this continued to happen in the country due to the soft attitude of the Centre towards the terrorist organisations due to its 'vote bank' politics.

''This is the reason why terrorism is raising its ugly head time and again and taking innocent lives,''he said.
