Fixed Day Approach for Village Committees meetings
Chandigarh, Aug 22 (UNI) The Haryana government has decided to adopt a "Fixed Day Approach" for holding monthly meetings of various Village Level Committees which have been constituted by various departments to improve service delivery through participation of people at grass-root level.
A letter to this effect issued by the Chief Secretary to all Heads of Departments, Divisional Commissioners, Deputy Commissioners and Sub-Divisional Officers (Civil) states that "Fixed Day Approach" would be helpful in ensuring that field functionaries were able to participate in all such meetings by visiting the village on a pre-fixed day, resulting in increasing their accountability to Panchayati Raj Institutions (PRIs).
Non-official members would also find it easier to participate on a fixed day. It would also give a holistic perspective to common members of Village Level Committees and equip PRIs to fulfil their new role more effectively.
The letter states that the joint monthly meetings of Village Level Committees may be held on first, second, third or fourth Wednesday to facilitate the functionaries of the line departments to attend these meetings in all villages falling under their charge.
If it is not possible to attend meetings in all villages on Wednesday, the remaining meetings may be scheduled on Thursday, the letter said.
Deputy Commissioner will formulate and notify the schedule for each village in consultation with district heads of concerned departments. The Committees constituted by different departments will not be required to be de-notified and will continue to fulfil the mandate entrusted to them, it added.
