Nepal major parties fail to reach a consensus on govt. formation

Kathmandu, Aug 8 : Top leaders of Nepal's four major parties have failed to reach a consensus on government formation.

While the Maoists blamed the Nepali Congress for being reluctant to accept a Maoist-led Government, the Nepali Congress said they wanted to deal with all issues as a single package.

Senior Maoist leader Dr Baburam Bhattarai said: "Nepali Congress is still reluctant to accept our leadership."

Though the NC, the UML and the MPRF had agreed in principle to accept a Maoist leadership, NC leaders insisted that the Maoists must create an atmosphere for forming a government under its leadership.

"Who should lead a new Government is an issue that cannot be separated from the environment of mutual trust, power-sharing, a Common Minimum Program (CMP) and code of conduct for the future government," said Nepali Congress leader Dr Minendra Rijal.

The leaders also held brief discussions on sharing of ministries among the major parties. Maoists proposed that the sharing of ministries must be based on the criterion the parties followed while nominating 26 members to the CA and major ministries like Home, Defense and Finance must be kept by the Prime Minister's party.

The Maoists proposed that the power, development and administrative ministries be shared among major political parties according to their status in the CA.

However, Nepali Congress leaders rejected the Maoists proposal. They claimed the Maoists cannot take the ministries deemed sensitive in terms of security and directly related to the peace process, Kantipur reported.
