Reservation Bill introduced; excludes creamy layer
Jaipur, Jul 14 (UNI)Amid dharna and slogan shouting by the opposition Congress, Rajasthan government today introduced the bill on reservation for SCs, STs, OBCs, Special Backward Class(includes Gujjars) and Economically Backward Classes proposing exclusion of creamy layer for reserved quota benefits.
The Bill for reservation to SCs, STs, OBCs, Special Backward Class, and EBCs for seat in educational institutions in state and in appointments and posts in services under the state government was introduced by Law Minister Ghanshyam Tiwari.
As per the draft of the Bill a total of 68 per cent reservation (SCs 16 per cent, STs12 per cent, Bacvkward Classes 21 pc, Special Backward Class 5 pc and EBCs 14 pc) is being proposed both in seats in educational institutions and in appointments and posts in government services.
However, subsection 3 of sections 3 and 4 stated that notwithstanding anything contained in sub sections 1 and 2, persons belonging to creamy layer would not be eligible for consideration against the reserved quota of seats in educational institutions and in appointments and posts under the state.
While the Minister was introducing the Bill, the Opposition Congress was staging dharna in the well and raising slogans to demand government's apology for violation of procedure in issuance of Ordinance to accommodate Governor S K Singh's views in the Raj Universities Temporary Teachers(Regularisation of Service) Bill.
Later, Congres members C P Joshi, Raghuvir Meena and Mahir Azad told reporters outside the Assembly that the opposition party would strongly oppose the anti-ST stand of the state government and would not allow the Bill to be passed in present shape without deleting the above clause.
