New Delhi, Jul 9 (UNI) Taking exception to the statement made by chairman of the MCD standing committee Vijender Gupta yesterday on the issue of regularisation of unauthorised colonies, the Delhi Government today said the developmental issues in unauthorised colonies should not be politicised.

In a letter to Mr Gupta, Development Minister Raj Kumar Chauhan said,''Delhi Govt is always of a view that since more than 40 lakh people have been residing in these unauthorised colonies, they are to be given the same facilities as are being given to the other citizens who are residing in other colonies of Delhi and thus the developmental issues in unauthorised colonies should not be politicised.

Describing the statement made by Mr Gupta as ''factually incorrect, baseless and purely politically motivated'', Mr Chauhan said,''the Union Ministry of Urban Development has issued an amended gazetted notification where a provision has been made for regularising the unauthorised colonies provisionally and a certificate to this effect can be issued. Only after receipt of notification Delhi Govt has started the process for issuing provisional certificates to such unauthorised colonies.

The Delhi Government has initiated the process for regularisation of unauthorised colonies strictly as per the guidelines issued from time to time and well within the legal framework.'' Blaming the MCD for deliberately delaying the entire exercise of regularisation of the colonies, Mr Chauhan said,''the lay out to which MCD is not approving, considering as deficient, are the same ones which were submitted by respective Residents Welfare Association according to the guidelines issued by the Ministry of Urban Development.

''As per procedure, the same were forwarded to MCD in the month of January, 2008 so that the necessary technicalities be completed and within two months it would be deposited back to Delhi Government.

But due to discriminatory, narrow and politically motivated approach, the MCD deliberately delayed the entire exercise and this prompted the Chief Minister and me to take up the matter with Minister of Urban Development Jaipal Reddy and Minister of State for Urban Development Ajay Maken,'' he said.

He also alleged that while implementing agencies like the I and FC, DSIDC, DJB etc are speeding up developmental works in unauthorised colonies, MCD due to its politically motivated agenda was not only criticising the works being done by Delhi Government but putting all kind of hurdles in implementation of developmental works in such colonies.

It would have been better if the MCD would have extended cooperation in harmonising with Delhi Government for the developmental issues in these unauthorised colonies, he added.
