Kolkata, Jun 11 (UNI) Eligible farmers must be served with Bank loan waiver letters in a foolproof manner to ensure that all the beneficiaries could avail the Centre's Debt Waiver and Debt Relief scheme without losing a part of it to the middlemen at grassroots level, said Information and Broadcasting Minister Priya Ranjan Dasmunsi here today.

Mr Dasmunsi cautioned the senior officials of the public sector Commercial Banks, regional Rural Banks, Cooperative Banks and NABARD. He urged the district Lead District Managers (LDMs) to take an active role in this regard.

Chairing a coordination-cum-interactive meeting of the Bankers on the district-level implementation of the waiver, Mr Dasmunsi requested the Banks concerned to take all precautions to prevent touts from snatching away a portion of the benefit.

''If need be the Banks may hold mass gatherings of the target beneficiaries in coordination with Panchayat bodies at local levels to ensure that specific beneficiaries get the waiver letters directly without any involvement of middlemen,'' Mr Dasmunsi suggested.

NGOs would also be activated to monitor and maintain a vigil on this front, he added.

Mr Dasmunsi would be personally monitoring implementation of the scheme at the district level in West Bengal and hold field-level meetings with the concerned LDMs of Howrah, North and South 24 Parganas and parts of North Bengal.

His representatives would hold similar monitoring meetings with concerned Bankers in Bankura, Birbhum, Purulia and West Midnapore, Mr Dasmunsi informed the GMs and LDMs present at the interactive meet.

He also urged the bankers to keep the MPs informed about the progress of implementation of the scheme.

Responding to Mr Dasmunsi's suggestion to extend benefits of the waiver scheme to the Self Help Groups in the districts, United Bank of India General Manager for Resource Management A S Bhattacharya said his Bank had already moved the Finance Ministry in this regard to do away with involved technicalities.
