Delhi Cabinet approves restructuring of DSSSB
New Delhi, Feb 18 (UNI) The Delhi Cabinet today approved re-structuring of the Delhi Subordinate Services Selection Board to clear huge backlog of vacancies and expedite recruitment process for 200 categories of Group 'B' and 'C' posts in various departments, autonomous bodies, PSUs under state government and local bodies.
The decision to reconstitute the Board was taken at a Cabinet meeting presided over by Delhi Chief Minister Sheila Dikshit.
Briefing reporters after the Cabinet meeting, Ms Dikshit said the re-constitution of the existing DSSSB, which was constituted in 1996, would help in enhancing efficiency, transparency and utilisation of the state-of-the-art techniques including IT-enabled services.
She said it was imminent to re-constitute the existing Board as it had made reccommendations for only 37 per cent of vacancies requisitioned, resulting in a huge backlog of vacancies in different categories which affected the functioning of various departments of the state government.
Besides, the work of the DSSSB had increased enormously over the past 11 years, the Board has been using outmoded methods for testing candidate's knowledge and skills which involved time consuming procedures. Inadequate and ineffective use of IT-enabled services also compounded the problem.
The reconstituted Board would recommend suitable candidates within 180 days from the date of receipt of indent for recruitment to the vacant posts.
Ms Dikshit said the Board would continue to make recruitment to 200 categories of group 'B' and 'C' posts.
The reconstituted Board would have a Chairman, who would be a person of stature in the field of public service and two members who would assist the Chairman in conducting examinations and other selections tests. The combined term of a member in case one becomes Chairman will also not exceed five years in the Board.
The Chairman will function for a period of five years in the Board or till he attains 65 years of age, whichever is earlier. One controller of examinations would also be appointed who shall be responsible for all matters related to examinations such as preparation of confidential papers, registration of candidates, conduct of examinations, evaluation, publication of results and issue of results.
Secretary of the Board shall report to the Chairman of the Board and exercise administrative and financial powers as Head of the Office and assist the Chairman in the functioning of the Board.
The Secretary would also submit an Annual Performance Report of the Board to the Services Department.
