SKIMS official gets 3 yrs RI for fraud and forgery
Srinagar, Feb 8 (UNI) A local court today awarded three years rigorous imprisonment and imposed a fine of Rs 20,000 on a security supervisor of Sher-e-Kashmir Institute of Medical Sciences(SKIMS), Soura in a fraud and forgery case committed in the nineties.
Delivering the judgement, the Court of Special Judge, Anti Corruption, Kashmir, convicted Ghulam Rasool Ganie, a Security Supervisor at SKIMS, Soura and pronounced the sentence under section 5(2) - Prevention of Corruption Act, further three years RI for offence under section 468-RPC and two years RI for offence under section 471 - RPC.
The court also directed that the undue salary of Rs 2.19 lakh be recovered from the convicted person for producing fake matriculation certificate and tampering Army discharge certificate for getting employment and promotion.
However, the court ordered the terms of punishment to run concurrently.
A State Vigilance Organisation (VO) spokesman said a case under FIR number 80/99 P/S VOK was registered on August 17, 2001 after a preliminary inquiry prima-facie established that Ganie had managed his promotion as Security Supervisor by producing fake matriculation certificate.
During the investigation, authenticity of the matriculation certificate, on the basis of which he was promoted, was got checked from the Board of School Education (BOSE).
The BOSE authorities denied the issue of any such certificate.
As regards the verification of forgery in the Army discharge certificate, the investigation revealed that Ganie had actually served as Rifleman in Jammu and Kashmir Light Infantry from March 24, 1976 to September 18, 1981.
However, the certificate produced by Ganie showed his designation as Naik instead of Rifleman.
The accused, on the basis of fake matriculation certificate and tampered Army discharge certificate, managed his promotion as Security Monitor and Security Supervisor taking the illegal benefit in the salary.
After obtaining the sanction for prosecution, the challan of the case was produced in the court on May 1, 2002, the VO spokesman said.
