Open Access for Power Customers
Hisar, Feb 8 (UNI) The Dakshin Haryana Bijli Vitran Nigam (DHBVN) has framed detailed procedure to apply for Open Access and made available for the open access power customers at web sites of Haryana Power Utilities www.haryanaelectricity.com.
The Haryana Vidyut Prasaran Nigam Ltd. (HPVNL) will be the nodal agency to accept and approve the intra-state open access applications as per the already laid procedure.
A spokesman of DHBVN said here today that keeping in view the current power scenario of power shortage conditions, it has been decided to allow consumers having 1 MW or above contract demand and being fed through independent feeders to bring power on round the clock basis through short term open access from within/outside the State/Region, with effect from January one this year.
He said that no surcharge/additional surcharge would be levied to the open access consumer for the period from January one, 2008 to March 31, 2009.
However, for the use of distribution system of DHBVN 33 KV and below, the open access customer would has to pay wheeling charges @ 25 paisa per KWh.
The open access customer shall be charged the distribution losses of 6 per cent of the total energy wheeled under open access.
The spokesman said that the open access customer shall pay monthly minimum charges based on existing tariff schedule for the connected load and contract demand with DHBVN.
The excess energy drawn by open access customer over and above the scheduled energy shall be billed at the applicable tariff of the relevant category of open access customers.
The power factor incentives and penalties, penalty for exceeding contact demand or any other charges shall be levied as per existing terms and conditions of distribution tariffs for that category of consumers.
For the open access, the consumer has to provide ABT compliant meter of 0.2 accuracy as per HERC regulation on open access for energy accounting under open access transaction.
