Online Treasury System successful in Haryana

Chandigarh, Feb 5 (UnI) Haryana Finance, Excise and Taxation Minister Birender Singh today claimed that the Application Software 'On Line Treasury Information System (OTIS)' was working successfully in all Treasuries and Sub-Treasuries in the state.

Mr Singh said the software had been developed by National Informatics Centre (NIC) in such a way that budget would be controlled at the District Disbursement Officer (DDO) level.

He said transactions conducted at the Sub-Treasury Bank Level pertaining to payment and receipts would be transferred to the concerned Sub-Treasury at the end of the day through a dial-up line.

The Minister further said all the Sub-Treasuries in Haryana had been connected with the respective District Treasury and the relevant data pertaining to payment and receipts of all the Sub-Treasuries had been transferred to the respective District Treasury.

The data pertaining to payment and receipts was also being transferred from the bank to the treasuries at the end of each day, he added.

The transactions conducted at the Sub-Treasuries and District Treasuries were being compiled upto detailed head level, and the compiled data had been further transmitted to the Directorate of Treasuries and Accounts through ISDN and telephone lines.

Mr Singh said the data received from all the 20 Treasuries including 83 Sub-Treasuries was being compiled in the computer cell in the Directorate Office and the same was transmitted to the Finance Department for further analysis, so that there could be an effective fiscal management in the state.

The Finance Minister further disclosed that the State Government had also introduced the concept of Cyber Treasuries, under which commercial taxes could be deposited online through the website of Treasuries and Accounts Department, and the application had been development by NIC in coordination with SBI.

The pilot of the project was successful in Ambala district and the process of its implementation in the whole state was in progress, he added.
