Chandigarh, Nov 22 (UNI) The Uttar Haryana Bijli Vitran Nigam has made a comprehensive plan to identify the loss area under which remedial measures for improvement of Transmission and Distribution system would be initiated.

Giving details, a spokesman for the Nigam said here today that the energy audit at distribution transformer level would be started in urban as well as the rural areas.

The field officers have been directed to properly maintain the record of the electricity received and electricity billed as per the billing cycle and assess the losses.

Sub Divisional Officers would supply the transformer wise monthly information to the Executive Engineers for onward submission to the respective Superintending Engineers. The information would be placed before the Board of Directors every month.

The Nigam has targeted to bring down the Aggregated Transmission and Commercial Losses by six per cent during the current fiscal. The energy audit would enable the Nigam to identify the areas where the losses had been on higher side and implement the technical and other solutions.

The spokesman also said that for settlement of pending disputed court cases by the Lok Adalats, guidelines had been issued and the cases had been divided in five categories which included dispute on account of amount charged due to detection of theft of electricity, dispute resulting out of checking of consumer meters by the Maintenance and Protection wing, dispute regarding un-authorized extension of load, dispute on account of amount charged as a result of audit of consumer account by audit and dispute on account of defective meters.

Keeping in view the provisions contained in section 145 and 144 of the Electricity Act 2003, the dispute on account of amount charged due to detection of theft of electricity and dispute regarding un-authorized extension of load covered under un-authorized use of electricity under section 126 shall not be in the purview of Lok Adalats, he added.
