Panipat, Nov 22 (UNI) Haryana Right to Information Commission is considering imposition of financial penalty on State Information officer, Panipat for delay in supplying information to an appellant in a case related to public works.
The Commission has directed Assistant Public Information Officer, Municipal Council, Panipat to appear before the Commission on December 11 in person and to submit his comments by November 30 as to why penalty at the rate of Rs 250, subject to maximum of Rs 25,000, for each day be not imposed upon him for delay in supplying the information.
Mr Rajesh Kumar of Bishan Sawrup Colony in the city had sought information regarding material used in construction of five streets in his colony during the period of November and December last year.
When he failed to get response from the SPIO and later from Haryana Urban Development Director, the appellant approached the Commission, which issued notices under section 19(3) seeking comments from the respondents and rejoinder from the appellant.
The appellant in his rejoinder stated that the IO furnished the required information after 8 months. However, the IO has not been able to provide satisfactory explanation for the delay.
The Commission has also advised the first appellate authority cum Director Urban Development Haryana to decide all appeals received by him within the specified time limit after affording an opportunity of hearing to the parties by passing a speaking order.
