CERS opposes SHR increase of Utran plant

Ahmedabad, Nov 16 (UNI) The Consumer Education and Research Society (CERS) has urged the Gujarat Electricity Regulatory Commission (GERC) not to allow an increase in the station heat rate (SHR) of the 135-MW Utran plant.

The Gujarat State Electricity Corporation Ltd (GSECL) has petitioned the Commission demanding a hike in the SHR to 2150 Kcal/KWh from 1950 Kcal/KWh.

The CERS has challenged the status of the GSECL as an independent power producer (IPP) as, after the unbundling of the Gujarat Electricity Board (GEB) from April 2005, all seven state-owned entities forfeit their right as independent power producers. The Utran-1 plant is a combined cycle power plant (CCPP) of 135 MW and was commissioned in 1993, a CERS statement said here.

The jump in the heat rate from 1950 to 2150 Kcal/KWh is quite high and not justified, the CERS said.
