Ranchi, Nov 14 (UNI) The Congress, an ally of the Madhu Koda-led UPA government in Jharkhand, will hand over a memorandum to the Chief Minister tomorrow expressing displeasure over his performance, the state's seventh foundation day.

CWC member and in-charge of Jharkhand Ajay Maken, who arrives in the state capital tomorrow, will lead a party delegation to the Chief Minister at 1215 hrs, state party president Pradeep Kumar Balmuchu today said.

Mr Maken would call on Governor Syed Sibtey Razi at 1400 hrs.

The Congress though did not clearly state that it would not take part in the official programme of tomorrow's celebration, however, organised functions separately.

Instructions were issued to district units to observe the Birsa Munda jayanti in a befitting manner.

Mr Maken's visit assumed significance as the Congress hightening suspense on the issue about their support to Mr Koda said it would be made known only tomorrow.

Mr Balmuchu said the party had a detailed discussion and worked on the issues to be included in the memorandum to be handed over to the Chief Minister tomorrow.

He said Mr Maken's proposed visit, that coincided with the foundation day, would not be necessarily restricted to criticism of the present UPA government but also would offer ''some advice'' for Mr Koda as well.
